Advise and assist the Commander in matters pertaining to Marine active component, reserve component and civilian Marine manpower policies and procedures; personnel strengths, replacements and augmentation; quality of life and family readiness policies and procedures; readiness and retention; information and personnel security; awards, postal, and other general, operational and personnel administrative matters.
